In the construction space specifically, Dil has overseen design-build programs across the U.S., Mexico, Europe, India, and Brazil; directed site selection, land development, and plant build-outs for a global manufacturer; and governed $800M+ in rolling construction CAPEX as Vice Chairman of ACTS Retirement-Life Communities — one of the largest senior living operators in the country, with 29 campuses across nine states. He also chaired a $55M ground-up expansion project at Elm Terrace Gardens, overseeing contractor selection, funding strategy, and full site-work execution.
His private equity background — advising middle-market PE firms on acquisitions, due diligence, and portfolio integration — informs Infratex's model of standardized workflows and reporting built for sponsor-backed platforms. Dil holds an MBA from the Thunderbird School of Global Management and has completed executive programs at the Wharton School (AMP & Strategic Alliances), Harvard Business School, and MIT Sloan.
Bill Cropf brings more than 25 years of field-proven construction expertise to Infratex — from managing some of the most complex healthcare construction projects in the Mid-Atlantic to leading multi-state utility and infrastructure operations at the VP level. He is the operational backbone of the Infratex delivery model, ensuring that every client pod is staffed, structured, and executed with the same rigor his teams applied to $400M+ in completed project work.
At LF Driscoll — one of the nation's most respected construction managers — Bill served as Senior Project Manager for 21 years, leading landmark projects including three major expansions at Children's Hospital of Philadelphia totaling $300M, Pennsylvania Hospital renovations, AtlantiCare Regional Medical Center, and Abington Hospital's Asplundh Cancer Center. He also led Project Hercules, an internal ERP integration initiative unifying all Structuretone business units — a direct precursor to the systems-integration work at the core of the Infratex platform.
As VP and Senior Project Manager at Danella Construction, Bill ran three divisions delivering $25M–$45M in annual revenue across gas, water, telecom, power distribution, and underground directional drilling — exactly the utility and infrastructure contractor segments Infratex serves. He holds dual bachelor's degrees in Architectural Engineering and Civil Engineering from Drexel University.
